Enable Predictor tests since they should be passing

the predictor tests should be passing now see https://bugs.chromium.org/p/chromium/issues/detail?id=809583. Can we re-enable the tests and make sure they are passing.

What tests are you talking about? PredictorBrowserTests will be removed soon, since they belong to the old predictor. I have a CL in development that adds browser tests for the new predictor.

thanks for the context. 

Let's use this to track the removal of these old tests and add the new tests for the predictor.
