Multi-selecting tabs will dim the text of all non-selected tabs

Issue description

Chrome Version: Canary,Beta
OS: Windows, MacOS?, Linux?

o Open browser window.
o Add around 5-6 new tabs
o Multi-select (ctrl-click) two tabs

Expected:

Text color on unselected tabs remains the same contrast.

Actual:

Text color on unselected tabs contrast drops (text is dimmer).

This was originally intentional, but we didn't consider it in the Refresh context, so we may want to change things.
I just noticed that it's also happening on M68, so I had figured it was intentional... Now the question is *where* is the code that does this?
I found the code. Should I close this as "Won't Fix" or leave it for reconsideration.
Dunno.  The need for it may differ based on whether background tab shapes are visible.
