"File Download not resumed from Ethernet to Wi-Fi, When Ethernet disconnected during download"

Example URL:

Steps to reproduce the problem:
1.Connect device to Ethernet using cradle
2.Download some file 
3.During download disconnect Ethernet from cradle
4.Download action not resumed from Ethernet to Wi-Fi while device is on ethernet cradle

What is the expected behavior?
Download action should resume from Ethernet to Wi-Fi when device is on ethernet cradle

What went wrong?
1.Download action not resumed from Ethernet to Wi-Fi while device is on ethernet cradle
2.When device plug out from cradle then only download action resumed

Did this work before? N/A

Adding TE-Hardware-Dependency label as TE do not have cradle device to test this issue. Could someone from UI>Browser>Downloads team please have a look at this issue.
