settings cog is not responsive in sexy new system tray popup.

Steps to reproduce the problem:
1. Click on sexy new system tray
2. Attempt to click on settings cog
3. Cog doesn't respond

What is the expected behavior?
I expected to see the chrome settings window open.

What went wrong?
The chrome settings window did not open.

Did this work before? Yes previous dev channel version.

Chrome version: 70.0.3524.2  Channel: dev
OS Version: 10991.0.0
Flash Version: 30.0.0.142

I just noticed there are two settings cogs. The one on the TOP works, the one on the BOTTOM does not.

Apparently this is a BRIGHTNESS settings cog. I'm not sure what it's supposed to do.
