F6 doesn't focus the omnibox in certain situations.

Issue description

Chrome Version: 70.0.3528.4 (Official Build) dev (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Open new tab (A) and navigate somewhere.
(2) Switch to another tab (B) and then back to A.
(3) Press F6.

What is the expected result?
Omnibox is focused.

What happens instead?
First bookmark in bookmark bar is focused.
I'm pretty sure it wasn't like this before.

I wasn't able to reproduce this. How are you switching between the tabs? Via keyboard? Mouse?

I tried both clicking and using Alt+number key to switch. Both ways seem to break F6. If I remove the bookmarks bar, F6 keeps working fine in both situations though.
Maybe this observation helps: I only repro this when unfocusing the omnibox befor e switching away form the tab. So repro steps are something like
1. Open new tab
2. Click somewhere in the empty space to focus the content rather than the omnibar.
3. Switch to some other tab and switch back.
4. F6. Bookmark bar is selected.
New triage engineer can't duplicate either - 70.0.3534.4. Try disabling all extensions?

This may be related to GTK themes. I messed around with the themes before to work around an issue with low contrast in the tab strip. Now I changed the theme back to default, and the bug doesn't repro anymore. I've tried messing around with the theme more to get it to repro again but I cannot, so I guess this is a wontfix unless I have this again later.
