Non-Regression: Unnecessary 2 dots is seen even when there is only one notification in ubertray

What steps will reproduce the problem?
(1)Sign-in to user>> Open ubertray and rotate screen and observe unnecessary 2 dots is seen even when there is only one notification (Refer video)

Actual: Unnecessary 2 dots is seen even when there is only one notification
Expected: When there is only one notification, no dots should be seen 

This is a Non-Regression seen from 70.0.3524.2/10983.0.0 Dev

Found the easier steps to reproduce:

(1) Take screenshot
(2) Open System Tray
(3) Take screenshot again
