Unable to sign in to hangout in the first attempt after enabling network flag

Issue description

Chrome Version: 70.0.3532.0 (Official Build)Revision 9370f7bac1142a9288e4c29f9e659c5dc63858f3-refs/branch-heads/3532@{#1}(32/64-bit)
OS: Windows(7,10).

Precondition : Enable 'Enable network service' flag from chrome://flags

Extension URL: https://chrome.google.com/webstore/detail/google-hangouts/nckgahadagoaajjgafhacjanaoiihapd?hl=en-US

Steps to reproduce:
(1)Launch chrome ,navigate to above chrome webstore URL and add the extension to chrome.
(2)Click on the hangout extension icon to the RHS of omnibox
(3)Click on 'Sign in' button of hangout extension overlay and enter valid credentials and observe.

Actual  : Unable to sign in to hangout in the first attempt.
Expected: Should be able to sign in to hangout in the first attempt itself.

Above issue is Non-Regression broken in M-70(build #70.0.3526.0) .

Just to add some information:

Did this work with Enable network service flag disable?

Update:
Rechecked the above issue on Windows(7,10)OS using latest Chrome Canary build #70.0.3535.0 and observed that the issue is fixed.Kindly refer the attached screencast for the same.
