Prerequisite: Go to https://password-manager-test-forms.appspot.com/  and create few accounts

Steps to reproduce:
1. Launch chrome 
2. Go to https://password-manager-test-forms.appspot.com/ 
3. Tap on change password form
4. Provide new password and tap on submit button
5. In the update password info bar tap on username

Observed results:
Notice that google account help page is loaded in a new tab and username picker is displayed

Note: Similar behavior is noticed with amazon account

Expected results:
A google account help page shouldn’t be loaded in a new tab and username picker should be displayed in same tab page
