Chrome version :70.0.3531.0 (Official Build)  c1d3760b59d4aa3a1d610c1ccdd0872a17f993ff-refs/branch-heads/3531@{#1}(32/64-bit) 

OS :Win(7,8,8.1,10) ,Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14)  and Linux(14.04 LTS)  OS

Steps to reproduce:
1. Launch chrome and navigate to  'chrome://settings/content/notifications' page.
2. Press tab key to bring focus on first iron-icon and again press tab key.
3. Observe.

Actual Result: Focus navigates to next entry only after pressing  tab key twice on  'chrome://settings/content/notifications' page .
Expected Result: Focus should navigates to next entry  after pressing  tab key.

This is a regression issue broken in ‘M-70’ and below is bisect info.
Good build: 70.0.3530.0
Bad build: 70.0.3531.0

Tried bisecting on Windows ,Mac and Linux OS using hasbisect-per-revision but unable to do as we are getting error hence, providing narrow bisect,
