What steps will reproduce the problem?
(1)Sign into User -> Open App Launcher -> Now click on 'More Apps' icon
(2)Observe 2-3 apps are available and then Unnecessary space is seen even though enough space is available for remaining apps and App folders.
(3)Also observe unnecessarily more vertical page continuation Icons is seen 
(Please refer Video and Screenshot)

Expected: Unnecessary space should not be seen when enough space is available for remaining apps and App folders.
Actual: Instead Unnecessary space is seen

This is Regression Issue as same is working fine in 70.0.3511.0/10952.0.0 dev-channel Celes
