Incorrect titlebar color for "Open as Window" site #windows10-custom-titlebar

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36 Steps to reproduce the problem: 1. Make sure #windows10-custom-titlebar is enabled 2. Go to any site such as Google and select from hamburger the "Create shortcut", select "Open as window" 3. Open the new windowed site from the shortcut 4. Notice that active titlebar color is incorrect What is the expected behavior? The titlebar should be blue What went wrong? The titlebar is grayed when the windowed site is active. With #windows10-custom-titlebar turned off the color is blue like it should be Did this work before? Yes Chrome version: 68.0.3440.106 Channel: stable OS Version: 10.0 Flash Version:

Able to reproduce issue on reported chrome version 68.0.3440.106 & on latest chrome 70.0.3534.0 using Windows 10. While running the bisect we are getting either good or bad builds only. Hence providing manual bisect information below. Not a recent regression, anyway. Technically custom titlebar did regress this, but I think it wasn't working at the launch of that feature, and we're obviously not rolling it back for this.
