"Touch adjustment" feature triggers for regular track pad pointer

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10991.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3524.2 Safari/537.36 Platform: 10991.0.0 (Official Build) dev-channel eve Steps to reproduce the problem: 1. Open a comments page from reddit.com. 2. Using the trackpad, move the cursor in a horizontal line between a line of comment text and the row of links underneath the comment text. What is the expected behavior? The mouse cursor should move horizontally in a straight line. What went wrong? The mouse cursor jumps to the nearest text or link as you move the cursor. Did this work before? N/A Chrome version: 70.0.3524.2 Channel: dev OS Version: 10991.0.0 Flash Version: 30.0.0.142 Setting the `#disable-touch-adjustment` flag fixed the issue on my Pixelbook.

Touch adjustment should have no effect on mouse input(like trackpad), and I don't think it'll move the cursor. I'll take a look.

I can't reproduce this on 70.0.3532.8 using a pixelbook. Reporter: could you check if you have any extension or accessibility setting that might affect this?
