What steps will reproduce the problem?
(1)Go to https://webrtc.github.io/samples/src/content/getusermedia/resolution/
(2)Tap QVGA button

What is the expected result?
All resolutions work as per device capability.

What happens instead?
Throw NotReadableError is thrown for QVGA. Other resolutions work as intended.

Regression?
No it is having the same problem in M68 68.0.3440.91 Stable.
