desktop-pwas: Make default installed Web Apps uninstallable

Issue description

To match other types of default installed applications like Files and Camera, default installed apps should be uninstallable.

dominickn: We need someone to pick this up if this is blocking Blick or Android Messages. As a last resort I can take it, but I would like to focus on policy blocking stuff.

ortuno: are you able to pick this one back up for M70? It seems to me like this is a temporary measure while certain default apps don't have particularly good visibility outside of default installing.

There's two types of default web apps right? The type that's core to system like Files. Then there's other pre-loads that we decide for each device. 

Core system apps should not be uninstallable but preloads can be.

Messages should be one of those that are uninstallable, so no blockers for us.

It seems that "uninstallability" will be decided on a case by case basis. But is not needed for now, so closing this bug.

Once we need it we'll have to figure out a mechanism to tell the extensions system to consider some apps uninstallable.
