Remove chromeos6-row3-rack20-host9 - wifi doesn't show up on lspci

network_WiFiCaps fails with "WiFi Physical interface not found".
ssh-ing into this dut (snappy/reef) shows no wifi on lspci.
Suggesting removing it from all important pools (bvt etc) and moving to a pool that doesn't need wifi.

Requests like this need to be filed in buganizer at go/cros-lab-device-repair.

Specifically, given that WiFi is broken, the request should be
to remove/replace the DUT.
