[Autotest failure] bluetooth_AdapterReboot failure |

Issue description
bluetooth_AdapterReboot tests failes due to the following reason

This failure is caused by the adapter being in powered down state after device reboot. This is not consistently reproducible but I have seen it on multiple devices. |
