Shelf does not take zoom into account when laying out app icons |

Issue descriptionChrome Version: 70.0.3531.0 (Developer Build) (64-bit) OS: Chrome OS What steps will reproduce the problem? (1) Increase the displace scaling / zoom to maximum. (2) Install apps until the shelf starts to show two pages of apps (3) Reduce the zoom to minimum (4) Open the shelf What is the expected result? There shelf uses an appropriate amount of blank space between and around installed app icons and labels. What happens instead? The app icons are split between two pages, both with enough space to show all the cons. The shelf doesn't take the zoom into account.

hit ctrl shift +\- to change the scale factor. Probably worth fixing in M-70 because it's a big regression.

Not seeing a whole lot of progress on launcher or shelf, it seems unlikely we can fix this for M-70, punting to M-71 again but feel free to change that if you think you'll have some cycles to fix it.
