My guess is that the test never passed on Win 10.

Argh, looks like I forgot to expect timeouts, so if this test is still causing problems on the waterfalls then that's what needs to be added. The tree is closed for maintenance right now though, so if this is still a problem tomorrow I'll update the test expectations.
