Three finger swipe up gesture crashes the system(chrome crash)

Issue description

Per user feedback at https://listnr.corp.google.com/product/208/report/85556650352

I just received update 69.0.3494.0 and doing the 3 finger swipe up gesture for the app switcher, crashes the system. You get a black screen and then then an empty Chrome window with the "restore tabs" dialog at the top right.

Device name and version - eve, 10888.0.0 / 69.0.3494.0 dev

More users reported this reproducing.
Can someone post the content of the chrome://crashes page relatively soon (~few minutes) after the crash occurred?

Looks like  Issue 867573 ?
I can repro 100% of the time with the following steps:

1. Open Chrome.
2. Open a windowed app (e.g. Google Hangouts, Secure Shell).
3. Swipe up.



I made it happen a few times this morning around 12 -- the top three things on my crash report page are here, for whatever reason it didn't seem to add any new ones (but I did run into this issue yesterday evening as well)

Same crashes addressed in issue 863795

Theres a range of bad chrome in 69 (3487 - 3497) which has been fixed by issue 863795. Is there a reason users are still on one those versions?
Haven't experienced this issue anymore.

Closing this. ash::ScopedTransformOverviewWindow::HideTitleBarAndAnimate doesnt exist anymore, but I guess some people are still on the versions listed in #6.
