Video_ChromeHWDecodeUsed is failing due to mismatch in histogram bucket percentage(<100%)

Issue description

In histogram verification, it looks for bucket_pattern with 100%.

After first time login, no histogram is expected for Media.GpuVideoDecoderInitializeStatus.  But from R69-10895.28.0, it is generating some histogram.

This is causing verification failure.

I guess, this extra histogram is some how related to VP9 h/w decoding. Devices which are not supporting VP9 H/W are failing with this issue as the bucket value is less than 100%.
Issue needs an owner assigned and fix prioritized, if still occurring.
