DisplayLink not working since upgrade to 70

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10991.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3524.2 Safari/537.36
Platform: 10991.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Connect Dell D6000 Universal Dock
2. Internal display endlessly flashes
3. Remove dock, get error that Chrome is having issues with the display

What is the expected behavior?
This DisplayLink dock worked flawlessly under release 69 dev for eve, so it appears to be a new bug introduced in the 70 dev release.

What went wrong?
External monitor does not work when connected to DisplayLink dock.

This is not limited to displaylink.  Connecting an HDMI monitor leads to the same crash.  However using a generic USB-C to HDMI adapter works fine. And DRM protected content even worked.

I'm experiencing the same issue with a Plugable UD-3900 displaylink hub connected to a Pixelbook running Version 70.0.3524.2. Both the chromebook and the hub are new, and I immediately switched to the dev channel, so I've never seen this configuration work.

However, I also have an Asus 301SA, and the UD-3900 worked fine with it, until that chromebook upgraded itself to version 70.
It looks like this issue is resolved in Version 70.0.3532.8 (Official Build) dev (64-bit).  The Displayport and HDMI are now working with the Dell D6000 dock.
Confirmed the issue is resolved with 70.0.3532.8 on Eve.
