What steps will reproduce the problem?
(1) Using #top-chrome-md=Refresh and #secondary-ui-md=Enabled
(2) Have one tab open in a maximized browser
(3) Add 2-3 new tabs using Ctrl+T
(4) Activate the first (leftmost) tab
(5) Use mouse and (x) button to close all extra tabs except for the first (leftmost)
What is the expected result?
White tabstrip (since the browser is maximized)
What happens instead?
The tabstrip is not repainted properly (see screenshot). White extends past where the single remaining tab should be and some gray remains.

bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help
us identify the root cause and more rapidly triage the issue.
