Steps to reproduce the problem:
1. Open an Incognito window, or switch to one if it was already open
2. On another app, such as an email client or terminal, click on a link

What is the expected behavior?
The link is opened on the Incognito window

What went wrong?
Previously Chrome would open links whichever window was last focused: Incognito or regular.
Now it's impossible to open links from outside Chrome on Incognito windows, apart from copying/pasting the URL.
