What steps will reproduce the problem?
1. Launch chrome,navigate to above url
2. Now refresh the page and scroll down the page using mouse wheel and immedietly observe text on LHS,observe
 
Actual: Unwanted movement of text and thumbnail images are seen after scrolling down the page
Expected: Unwanted movement of text and thumbnail images shouldn't be seen after scrolling down the page

This is regression issue, broken in ‘M 62’ and will soon update other info :
Good build: 62.0.3169.0  (Revision: 490188).
Bad build: 62.0.3170.0 (Revision: 490562).
 
You are probably looking for a change made after 490326 (known good), but no later than 490327 (first known bad).
