What steps will reproduce the problem?
(1)Launch chrome >> Enable unified consent flag in chrome://flags
(2)Go to chrome://settings/syncsetup 
(3)Observe for learn more icon at top right corner.

Note : Issue is seen only in linux

What is the expected result?
Learn more icon should be seen.

What happens instead?
Learn more icon is seen missing
