OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1)Go to meet and open a room
(2)Join from 3 devices in total

What is the expected result?
video and audio quality works as expected.

What happens instead?
Video feed from Elm device resizes every 20 seconds. This is reproducible even after removing a user at this point. Tried adding different devices as peers. For example macbook pro, blaze, falco etc. 

Reproducibility?
It was reproducible every time but after restarting the browser (Elm), it is not reproducible anymore. This could be a state issue. I can update here again asap.

Just for tracking purpose, I will leave this ticket open.
