Chrome OS Crashes When Icons Are Clicked In Launcher

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10991.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3524.2 Safari/537.36
Platform: 10991.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Upgrade to Chrome OS 70.0.3524.2 on "Dev"
2. Open the Application Launcher
3. Click on any Application Icon

What is the expected behavior?
The Application should launch

What went wrong?
The Chrome OS UI Completely crashes and all browser tabs are lost.

OS Version: 10991.0.0
Flash Version: 30.0.0.142 

There is a workaround by searching for a application within the search bar and selecting it with a physical keyboard. This causes the application to launch normally.

I tested this on two different Pixelbooks, on one it crashed, on the other, it launched the app fine.

The only difference between the two devices are that one has Crostini enabled, while the other does not.

I don't know if this is what caused it, but it may have something to do with it.
