ChromeVox does not read title nor URL of chrome://bookmarks

Google Chrome	69.0.3497.35 (Official Build) dev (64-bit)
Firmware Version Google_Lulu.6301.136.57

Steps to reproduce:
# Start ChromeVox with ctrl + alt + z
# Navigate to chrome://bookmarks
# Invoke the command to read the title: ctrl + a > w or simply use search + period and go to the "Speech" tab 
Expected: title is read
Actual: ChromeVox says "ChromeVox panel"

# Invoke the command to read the URL: ctrl + a > u or simply use search + period and go to the "Speech" tab 
Expected: URL is read
Actual: ChromeVox says "ChromeVox panel"

This is actually a bug with the ChromeVox help menu, not with the page. The page works as expected with search + a then w and search + a then u respectively. 

New bug that's the root cause of this: bug 877157
