Web shortcuts use very low-resolution icons if a full size icon is not available

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1) From a website, use the "create shortcut..." option in chrome
(2) Observe in horror as a 16x16 icon is inflated and placed in your launcher
(specific example: ebay.com)

What is the expected result?
Some sort of to-scale icon is displayed, without stretching

What happens instead?
a small icon is stretched to fit.

Issue 849418: same problem for GSuite icons (not closing as duplicate as the fixes might differ)

An added problem: ebay icon has a black background which makes it look even worse on a non-transparent shelf
