[Feature Request] Load service worker from local without CORS concern

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
Similar to testing push notification, allow service workers to be install from local file.

What is the expected behavior?

What went wrong?
This could be a convenient way to try out service worker and other features that require service work without having to create a new file on a server with https enabled.

As per the above description this is a Feature Request to install service worker from local file without CORS concern.

Sounds good, and sorry for forgetting to indicate that this is meant to be a feature request.
Status: WontFix (was: Untriaged)
Service workers are supported on all the secure origins, including the localhost. There should be no need to set up https for localhost:* origins.
