Issue description

Chrome Version: 70.0.3524.2
Chrome OS Version: 10991.0.0, 
Chrome OS Platform: Eve, nautilus, pyro
Network info: Wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Install crostini.
(2) Install gedit app using "sudo apt-get install gedit".
(3) Open gedit from terminal using "gedit" command.
(4) observe behavior.

Expected Result:
- No issue to open app.

Actual Result:
- Observing "Unable to init server: Could not connect: Connection refused, (gedit:9954): Gtk-WARNING **: cannot open display:"

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
First installation has this issue.

Logout/login fixes the issue.

Gedit app from launcher is also unable to open. Fixed after logout/login.

This was likely the sommelier bug from earlier in the week and required a restart to take effect.
