[MacViews Browser] Interacting with a fullscreen window while Chrome is hidden may fullscreen all windows

Issue description

Chrome Version: 70.0.3528.0
OS: macOS 10.13.6 (17G65)

What steps will reproduce the problem?
(1) Open more than one Chrome window.
(2) Fullscreen one window, leave the others out of fullscreen.
(3) From the space with the non-fullscreen windows, hide Chrome (cmd+H).
(4) Visit the space with the fullscreen window.
(5) Open the dev tools. (In practice, other things trigger this issue for me in day-to-day use, like clicking a notification, but this is the most consistent way I've found to trigger it.)

What is the expected result?
The dev tools appear.

What happens instead?
The dev tools appear, then all of the non-fullscreen windows become fullscreen windows and activate one after the next.
