What steps will reproduce the problem?
(1) Go to chat.google.com
(2) Click the gear icon > settings
(3) Click on one of the drop-downs inside the "Push notifications" card

What is the expected result?
drop-down opens

What happens instead?
popup flashes open as described in the bug report, then immediately closes
