With UAv2 enabled, we have a single failure in interactive_ui_tests (which is related to extension messaging): NotificationsApiTest.TestUserGesture

The failure happens only when NativeCrxBinding is disabled.
When both UAv2 and NativeCrxBinding are enabled, the test pass again.
