ChromeVox does not announce translate prompt

Issue description

Version 69.0.3497.35 (Official Build) dev (64-bit)
Firmware version:
Google_Cave.7820.384.0

Steps:
# Launch Chrome Vox
# navigate to omnibox (CTRL+L)
# navigate to a site such as http://yahoo.co.jp
Expected: ChromeVox prompts to translate this page
Actual: ChromeVox does not announce anything
Reproduces in Dev

I could reproduce this on Windows+NVDA as well. It can be fixed there by setting the window's role to kAlertDialog. See https://chromium-review.googlesource.com/c/chromium/src/+/1220573

Will the same approach work in ChromeVox?

Not sure what's happening with the yahoo.co.jp site specifically, but every other site I've tried works (e.g. bcc.com.tw, yahoo.com.tw, amazon.co.jp).
