Steps to reproduce the problem:
1. Upload pdf doc to google drive (happens less fequently)
2. Upload pdf to their practice management software ezyvet.com (happens more fequently)

What went wrong?
We have chrome setup with roaming profiles but user states this issue started when local domain went live. Regardless whenever a pdf is uploaded it has 8/10 chance chrome gets set as default pdf.

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0
Flash Version: 

We can set adobe back to default but it will break almost every time pdf is uploaded. Even happens when adobe is not installed and edge is set as default pdf. 

Also like to state chrome is set to save user data to roaming profile but client states this happened before that was enabled.
