Enable NoScript with whitelist support by default

We now have launch approval for NoScript Preview so make it the default for Android in ToT (to support expiring Finch config).

Enabled NoScript Preview feature by default on Android

This is in conjunction with launching NoScript Preview
to Stable channel via Finch.
