Run the same tests on the Win10 FYI Release (Intel HD 630) bot and on the NVIDIA bot

After fixing  Issue 872302  and getting the WebGL 2.0 conformance tests running on the passthrough command decoder on Linux/Intel, it was discovered that the Win10 FYI Intel bot was running a different set of tests than the Win10 FYI NVIDIA bot. These bots should ideally run the same set of tests.

Run the same tests on the Win10 FYI Intel and NVIDIA bots.

There's enough capacity in these two fleets to run the same test
suites. Run these test suites:
  webgl2_conformance_d3d11_validating_tests
  webgl2_conformance_gl_passthrough_tests
on these bots:
  Win10 FYI Exp Release (Intel HD 630)
  Win10 FYI Release (Intel HD 630)

Simplify the test suite configurations.

Note, please tell me if new failures show up on these bots (in particular the experimental bot) or if the cycle time is slowed down too much with this change.
