What steps will reproduce the problem?
(1) Navigate to chrome://settings/syncSetup and disable payment methods (last checkbox in the list)
(2) Navigate to https://dump-truck.appspot.com/usecase-address_and_cc_on_same_page/address_and_cc.html
(3) Click on "Fill with default values"
(4) Click on "Submit"

This was requested by Privacy, I'm filing this in advance in case we decide to revert a decision we made in June.

What is the expected result?

A prompt to save the card locally shows "Save card?"

What happens instead?

It should show "Do you want Chrome to save this card?"
