Window focus issues with native Windows notifications

Issue description

There are a number of reports similar to the following:

Steps to reproduce:
  1. Show a native Windows notification that'll focus the window on activation.
  2. Minimize the Chrome window, or focus another application.
  3. Click on the notification.

What do you expect to happen:
  The appropriate Chrome tab to be focused, the window to be brought to the foreground.

What happens instead:
  The appropriate Chrome tab is focused, but the window isn't being brought to the foreground.


Xi, I recall that you investigated this quite thoroughly a few months ago. Are you aware of cases where focusing the window might fail after all?

 
I think this is the same as crbug/837796. I investigated a bit and then Finnur took over after I started baby bonding leave. I think Finnur fixed this issue but according to https://bugs.chromium.org/p/chromium/issues/detail?id=837796#c25:

Windows version 16299 or later is required for the fix to work.

By Windows Version 16299, are you referring to the OS Build?   Our current Windows 10 test machine is on Windows 10 version 1803 BUILD 17134.191.   Could you confirm if it's eligible to test this fix?
Yes, I meant OS build. Build 17134 is eligible for the test.
