Shouldn't need to call SetFallbackSurfaceId in DelegatedFrameHost::OnFirstSurfaceActivation

Now that surface references are updated automatically, we don't need to explicitly set the fallback SurfaceId OnFirstSurfaceActivation. This will save a commit and a CompositorFrame.
