Take creation date into account when CBD for remote-bound WebRTC event logs

Currently, users may only clear browsing data (CBD) from some time in the past up to the current moment, but in the future, they may be allowed to CBD over a more restricted period. If so, we would not want to clear remote-bound event logs which occurred *later* than that period, which we do now.

I'm keeping this low priority because this is currently behaving as intended, and even when the future change happens, this will remove more data than the user asked for, not less, which still seems to me to be user-friendly.
