USB devices do not show "Allow" permission option

What steps will reproduce the problem?

(1) Open a site.
(2) Open the page info bubble.
(3) Click "Site settings"
(4) Go to USB devices field, and click at the options drop down menu (see attached screenshot).

What is the expected result?
If the default option is "Ask", "Allow" and "Block" should be the other options.

What happens instead?
The options you can choose are only "Ask (Default)", "Ask" and "Block"

I wonder if this issue could be fixed by only changing ui message and setting ui.  
If not, i need to add function that allow usb devices option in setting ui? :)
