Browser thread freezes when selecting file for non-focused tab

Issue description

Chrome Version       : 68.0.3440.106
OS Version: 10.0

What steps will reproduce the problem?
1. Open any page with a file input
2. Click the Choose File button
3. Navigate to a directory with a pdf file
4. Drag said pdf file to the tab strip in order to open it
5. Attempt to open a file

What is the expected result?
The file should be delivered to the requesting tab. I would like to see focus restored automatically, but that's up to UX folks.

What happens instead of that?
The browser thread freezes


Please provide any additional information below. Attach a screenshot if
possible.

UserAgentString: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Unable to reproduce the issue on chrome reported version# 68.0.3440.106 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and clicked on file to upload the button
2) Navigated to the location where pdf file is present
3) dragged and dropped the file from file location to new tab strip to open the file, able to see the file opened

I am no longer able to reproduce the issue on the original machine in either of the original contexts.

This issue remains that "I would like to see focus restored automatically, but that's up to UX folks."
