Regression:Error message is not seen after killing GPU process.

Issue description

Chrome version : 69.0.3497.53 (Official Build) b9e41b5b5522039b2d6bce08ae7ed6f375b0c54e-refs/branch-heads/3497@{#759}(32/64-bit) 

OS :Win(7,8,8.1,10) ,Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14)  and Linux(14.04 LTS)  OS

Test URL: https://www.khronos.org/registry/webgl/sdk/demos/google/san-angeles/index.html

Steps to reproduce:
1. Launch chrome and navigate to  above link.
2. Now kill GPU process from task manager and observe.

Actual Result: Error message is not seen after killing GPU process.
Expected Result: Error message should be seen after killing GPU process.

This is a regression issue broken in ‘M-67’ and below is bisect info.
Good build:  67.0.3395.0
Bad build:  67.0.3396.0

You are probably looking for a change made after 550402 (known good), but no later than 550403 (first known bad).

The "sad canvas" icon isn't being rendered reliably. This is covered under Issue 835867. The removal of the "Rats!" infobar was deliberate, and not a bug.
