Crash in the launcher when trying to create a group of apps

Chrome Version       : 70.0.3524.2 (latest canary as of today)
OS Version: 10987.0.0

What steps will reproduce the problem?
1. Open the launcher
2. Drag an app icon and drop it on another app icon

What is the expected result?

Create a group for the two apps

What happens instead of that?

Crash

Please provide any additional information below. Attach a screenshot if
possible.

Wanted to provide a crash ID for the crash, but I had 32 crashes uploaded already today (32 is the max per day), so the crash didn't show up in chrome://crashes...

assigning to weidongg who has a speculative fix for this which landed after 3524. Canary has a pretty old version of chrome so that's why we are still seeing this on canary.
