Fullscreen hides tab bar

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3528.4 Safari/537.36

Steps to reproduce the problem:
1. Enter full screen
2. Open youtube video
3. Enter full screen mode on video
4. Exit full screen mode on video
5. Observe that tab bar is hidden until the browser is restarted

What is the expected behavior?

What went wrong?
The tab bar is hidden. Also, in fullscreen, the top bar with window controls does not match the theme.

Did this work before? Yes 68, possibly 69.

Chrome version: 70.0.3528.4  Channel: dev
OS Version: OS X 10.14.0

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 70.0.3528.4 using Mac 10.13.1 with the below mentioned steps.
1. Launched chrome & entered full screen mode
2. Opened youtube and played a random video
3. Entered fullscreen mode
4. Exited fullscreen mode
We were able to see tab bar without any issues. Attaching the screen cast of the same for reference.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed anything. Any further inputs from your end may be helpful.

The issue still persists in the stable release for me. I am running macOS 10.14 beta.

Additionally, it persists in incognito with no extensions enabled, but doesn't seem to persist in a different profile logged into a different account.

Tried checking the issue again on reported chrome version 70.0.3528.4 using Mac 10.13.1 with the exact steps mentioned in comment#5. As clearly mentioned in comment#8 by reporter, the issue isn't seen in a different profile with an other account, thereby considering that the issue might be related/specific to account logged in. Hence removing Needs-Bisect label and requesting someone from "UI>Browser>FullScreen" team to have a look into this and help in further triaging it.
Note: Please feel free to add the label back if required.

17jiangz1@rchk.edu.hk, is "Always Show Toolbar in Fullscreen" checked in the View menu on the profile where this is occuring? How about on the clean profile?
