Regression: Bottom border of Focus highlight on Chrome Apps is seen chopped on changing browser language to Hindi.

Issue description

Chrome Version: 70.0.3530.0 (Official Build)  a20250ff3690485ecc1cfaf289802499a7e611aa-refs/branch-heads/3530@{#1}(32/64 bit)

OS: Windows(7,8,8.1,10).

Pre-condition: Change browser language to 'HINDI' from chrome://settings page.

What steps will reproduce the problem?
(1) Launch Chrome, open NTP, right click on bookmark bar and check 'Show Bookmark bar'.
(2) Bring focus to 'Chrome Apps' and observe.

Actual Result  : Bottom border of Focus highlight on Chrome Apps is seen chopped.
Expected Result: Bottom border of Focus highlight on Chrome Apps should not be seen chopped.

This is regression issue broken in ‘M-70’ and below is the bisect info:

Good build: 70.0.3528.0(Revision: 584350)
Bad build : 70.0.3529.0(Revision: 584585)

You are probably looking for a change made after 584469 (known good), but no later than 584477 (first known bad).

Note: Issue is not reproducible on Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) OS.

Rechecked the above issue on  Win (7, 8, 8.1, 10) using latest canary version 70.0.3538.0 and the issue is fixed.
Hence, adding respective labels.
