Disable cache not work when do a jsonp request

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. visit http://helpless-measure.surge.sh/
2. open Devtools Network pane
3. repeat click load
4. when disable cache not check
   the from cache request does not appear in the pane
5. when disable cache checked
  the request always from the cache

What is the expected behavior?
Reference with Firefox:
when cache not disable, can show cached request
when cache disable, every click do a new request

What went wrong?
Firefox does the behavior correct.

Able to reproduce the issue on chrome reported version# 68.0.3440.106 and on latest chrome# 70.0.3530.0 using Mac 10.12.6 and Windows-10 with URL provided in comment# 0. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.
Note: Issue is not seen on Linux.

Over to Joey for further investigation -- not all of the click seem to result in Network.requestWillBeSent/responseReceived events somehow.
