Show base language's keyboards in Manage Input Methods for variant languages

Issue description

Chrome Version: 70.0.3519.3
OS: Chrome

1. Go to Language settings (chrome://settings/languages)
1. Add Spanish (Spain) in the language list
2. Go to "Manage input methods"

Expected: Spanish keyboards are available and can be enabled
Actual: No Spanish keyboards are available

Spanish keyboards can only be added after the base "Spanish" language is added. We should be showing keyboards from base languages if one of that language's variants have been added.

I'm surprised this doesn't work. I think we do this correctly the other way around: when a base language has no keyboard layouts, but the variant languages do, then if the base language is added, we show the variant languages' keyboard layouts in the Manage Input Methods list.

Jungshik - This seems related to the VK team's question about decoupling input methods and languages. Does this bug and their proposal perhaps warrant a larger convo?
